It's quite simple actually. The wheel design is much like a bearing and sleeve. The inner chrome mag with the spikes is like the sleeve and the actual mag and tire is like the bearing. The chrome sleeve mag is held in place from those rear spike things at the bottom where they are attached to the chassi of the bike as you can see in the pic and the tire and real mag just float on that.

Behind the scenes is a smaller drive wheel with the rotor and caliper attached to it under the seat. The drive wheel is running in reverse through all 5 gears to drive the actual wheel forward.
